Chief Executive Officer

Jeff Bender

As CEO, Jeff guides Harris by overseeing all corporate planning and strategic direction. He works with all Harris employees to ensure we continue to deliver on our goals and objectives and create value for all Harris employees, customers and shareholders. Jeff’s continual focus on accountability, responsibility, ownership and understanding continues to drive the Harris performance culture.

Before his appointment as CEO, Jeff made significant contributions to the company by holding various senior management positions, including Chief Financial Officer and Chief Operating Officer. Prior to joining Harris, Jeff spent seven years at Deloitte & Touche in their technology business practice. Jeff earned his Bachelor of Commerce degree at Carleton University and his Chartered Professional Accountant (CPA) designation in Ontario.

Chief Financial Officer

Todd Richardson

As Chief Financial Officer, Todd works directly with the CEO and the entire executive team to ensure that Harris meets or exceeds employee, customer and shareholder expectations. He oversees Harris’ global financial operations, including accounting, financial planning and analysis, treasury and taxation and plays a key role in business acquisitions.

Todd joined Harris in March 2015 and brings over 25 years of industry experience with both private and public companies to the role. Prior to joining Harris, Todd spent 11 years with Mitel Networks Corporation where he most recently served as Senior Vice President, Finance and Corporate Controller.

Todd lives in Ottawa with his wife and three children and holds a Bachelor of Commerce degree from Carleton University. In 1996 he obtained his Chartered Professional Accountant designation.

Chief People Officer

Judy Hendriks

Judy is Harris’ Chief People Officer and brings the voice of the Harris Employees and Harris leaders to the executive leadership team.  

Judy has been instrumental in creating our unique, evolving, and award-winning culture.  She has dedicated her career to attract, coach and develop best-in-class talent to solve our global growth and cultural engagement. Judy values the whole person and strives to provide a place for people to bring their best self to work every day. 

In addition to her people focused perspective she has diligently built programs and processes that support our customer and business leaders to focus on best practices and excellence. Judy has a Bachelor of Arts in Sociology from Queen’s University and a Post Graduate in Human Resources from Humber College. She holds certifications in Leadership Architecture, Psychometric assessments, and Wellness.

Public Sector Group President

Jean Soucy

As President of Harris Public Sector, Jean is responsible for the strategic direction and growth of Harris’ local government and schools business units. These operating units provide a wide range of mission critical software in areas such as public safety, student information systems, CAMA and property management, financial management, and community development. Jean and his team are focused on developing strong customer relationships, high quality software and effective customer service.

Jean brings over 20 years of software industry experience from healthcare, retail, manufacturing and public service sectors. Prior to joining Harris, Jean held executive positions in leading technology firms such as DLGL, MediSolution and 20-20 Technologies, where he had responsibility for growing market share in both mature and emerging markets.

Jean holds a Bachelor of Mechanical Engineering from Polytechnique Montreal and an MBA from Concordia University.

Healthcare Group President

Jerry Canada

As the President of Harris Healthcare, Jerry is responsible for the overall strategic direction and growth of Harris’ Healthcare business units.

Jerry joined Harris’ executive team in 2002 with the MCS Spectrum acquisition where he was a founder, serving as its President since 1991. During his tenure with Harris he has held numerous management positions, most recently serving as President, Harris Public Sector & Schools Group, prior to that he was the General Manager of the Spectrum and Schools Divisions. Preceding to founding MCS Spectrum, Jerry worked in a variety of software related positions at Comptek Research, and Barrister Information Systems.

Jerry earned a Bachelor of Science in Computer Science from Canisius College. He also completed the Entrepreneurial Planning and Management program of the Canisius College Center for Entrepreneurship. He is an initial organizer and past board member of InfoTech Niagara.

Utilities Group President and Chief Technology Officer

Cameron Mahbubian

As President of Harris Utilities, Cameron is responsible for the strategic direction and growth of Harris’ Utilities business units. These operating units provide a wide range of mission-critical software in areas such as customer information systems (CIS), financial management systems (FMS), work & asset management (WAM), customer self-serve web portals, field services, and utility billing software. These software are currently in place and helping the operations of over a thousand public utilities, investor-owned utilities, cities, municipalities, counties, and towns across the globe. Powering both today and tomorrow’s meter-to-cash infrastructure in the sectors of electricity, fiber, gas, irrigation, sewer, solar, wastewater, water, wind power, and other renewables, etc. Cameron works with the business unit managers to develop their growth strategies and focuses on our customers, people, and solutions.

As Chief Technology Officer, Cameron works directly with the CEO and the entire executive team to ensure the use of modern IT solutions to streamline our corporate IT processes and the innovation & development of initiatives to help create new products and solutions with the goal of delighting our customers. Cameron also invests time towards our continued market development and expansion through acquisition efforts.

Cameron brings over 20 years of software engineering and technical architecture experience having worked with several industry leading entities in a myriad of sectors, namely education, government, healthcare, public services, and utilities and can often be seen presenting on such topics on the global conference circuit.

International President

Sylvain Gauthier

As the International President, Sylvain is responsible for business development. He works with the business unit managers to develop their growth strategies and focuses on our customers, people and solutions. Sylvain also dedicates a significant amount of time to our continued market development and expansion through the acquisition process.

Sylvain joined Harris in 2007 with the PG Govern acquisition where he was the Sales and Marketing Vice President for several years. This role provided him with valuable knowledge of both the PG organization and the municipal market. Sylvain also held the Executive Vice President position for both PG Solutions and MediSolution. Prior to that, he started his own IT company and ran it for several years, which was later acquired by PG Solutions.

General Counsel

Jon Davies

Jon joined Harris in August 2019 as General Counsel. Prior to Joining Harris, Jon spent over two years working at Constellation Software’s head office working primarily on private mergers and acquisitions in the software industry. Prior to that, Jon practiced law for four years at the law firm Davies, Ward Phillips & Vineberg LLP in the mergers and acquisitions, capital markets, securities and corporate practice groups.

Jon holds an MBA from Rotman (University of Toronto), a Juris Doctor from Queen’s University, and an Honours Bachelor of Commerce from McMaster University.
