Account Bar Code—FlexiBill™—Utility Billing Subsystem

Payment entry is one of the most time consuming and accuracy critical tasks of a utility company.  Spectrum's Account Bar Coding provides a utility with the fastest, most accurate method of payment entry possible.  With this subsystem, a bar code is printed on the upper right hand corner of the utility bill stub, which is returned with payment.

Payments are entered electronically using a bar code reader by scanning the bar code on the utility bill stub instead of entering an account number manually.  The bar code reader, which is installed between the keyboard and the terminal, allows the computer operator to use both the keyboard and the bar code reader.  Returned payments are split into two groups: payments which match the amount due on the bill, and those which differ from the amount due.

Scan mode: For bills that are fully paid, the operator simply "wand" the bar coded utility bill with the reader and the amount on the bill will automatically be entered as the payment amount.  The system is then immediately ready to accept the payment.

Edit Mode: For bills that differ from the amount on the bill, the operator "wands" the bar coded bill with the reader.; The account information is automatically entered and the current balance will be displayed on the paid field.  The user will then changes the amount paid and accept the payment.

Scanner
MCS supports the Symbol LS 4006i D/PDF PS2 direct cable scanner with the optional # LS 400x intellistand.  Scanners and stands can be purchased directly from Spectrum.

AsseTrax™—Asset Management

The AsseTrax, fixed asset management system is designed to meet the needs of public sector organizations and utilities. The AsseTrax system improves management control over critical fixed assets. The system helps ensure proper custody and use of assets. AsseTrax tracks the replacement and market value of each asset. This information is needed for insurance purposes and for recovery of maximum value after a loss. System information also assists the user in performing better cost analysis. AsseTrax meets the requirements for the Government Finance Officers Association (GFOA) Certificate of Conformance. The system will simplify your organization's implementation of GASB 34 requirements in the future.

Bad Debt/Tax Levy™—FlexiBill™ Utility Billing Subsystem

&The Bad Debt/Tax Levy subsystem is designed to enable you to establish criteria for bad debts or tax levy write offs,maintain Bad Debt/Tax Levy maintenance inquiry and create a selection of Bad Debt/Tax Levy. The primary purpose of the system is to maintain and track customer accounts previously or currently being levied or written off due to non-payment of monies owed. The subsystem can operate as a stand alone or interfaced with FlexiBill utility billing for Windows.

Interfacing with FlexiBill allows operators to levy or a write-off customer balances and transfer the information from FlexiBill to Bad Debt/Tax Levy files where the customer's name, address and outstanding balance is maintained.

Budget Billing™—FlexiBill Utility Billing Subsystem

With Budget Billing, your customers can now choose to pay a flat rate (the same bill each month) instead of a bill based on consumption. Since the usage of some services is greater during certain seasons (for example, natural gas or electric during the winter months), some customers prefer to pay a constant budget amount instead of the actual amount.  This function applies only to services defined as metered services.

Credit History™—FlexiBill™ Utility Billing Subsystem

The first priority when using the Credit History Subsystem for the first time is to establish the criteria for determining credit ratings. This task is handled through the Credit Criteria Maintenance function. The criteria is based on user-defined events. For each of these events, you can designate the number of occurrences and the order, consecutive or nonconsecutive, these occurrences should appear before influencing consumer credit ratings. As a final criterion, you will need to indicate the number of billings before the system checks Credit Criteria and calculates credit ratings. Once both sets of criteria are entered, credit ratings for individual consumers will change depending on whether the consumer fits the established criteria.

If you wish to revise individual credit history information, you can manually post the occurrence of the credit related event through Credit History Maintenance. Whenever it becomes necessary for you to view an individual customers credit history, you can do so using Credit History Maintenance. This permits you to see not only the customers most recent credit ratings but also the latest credit history involving the current billing period and past billing periods.

Meter Readers—FlexiBill™ Utility Billing Subsystem

The Meter Reader subsystem provides a utility with an efficient, reliable and accurate means of interfacing meter readings between FlexiBill and the software provided with electronic meter reading systems.  All major vendors are supported.

In addition to the standard formats, there is also a Custom Setup option that can be used to create single record type formats for import and export.  For example, this method could be used to share reads between two separate billing authorities that have overlapping customers. 

The process works as follows:  In the FlexiBill meter Reader Subsystem, the group of meters to read is selected by cycle or book.  An ASCII file is then created.  This file is read by the electronic meter reader vendor's software and then transferred to each handheld reader unit for input.  After all reads have been compiled, the electronic meter reader vendor's software creates a new ASCII read file.  This file is then read by FlexiBill Meter Reader Subsystem which attaches the reads to each account.  The meter reader report is then run and once verified, the billing process begins.

Meter Reader Subsystem supports touch pad, radio read and manual hand held data entry methods.  Each solution is solidly based on industry standards and backed by MCS total service and support.

PayForce™—Payroll System

The PayForce system addresses human resources, payroll accounting and reporting, leave accounting and personnel records of public sector organizations and utilities. The system has built in flexibility with a variety of user defined fields and functional options. With the interface to MicroFund fund accounting, the system provides for distribution of pay, deductions and benefits.  It can handle tax calculations for tax deferred pay and deductions or for taxable fringe benefits. Salary amounts may be automatically distributed to different departments, based on hours worked, percentage or flat dollar amounts. And if a frequency adjustment needs to be made for a group of employees paid at the same time, the user can select the ones to pay at different times.

Purchasing Agent™ —MicroFund™ Subsystem

Purchasing Agent is a MicroFund fund accounting subsystem. It automates the creation of requisitions and purchase orders. Requisitions can be prepared within each department and then converted to purchase orders by a central purchasing department without having to reenter any information. Comprehensive reporting features keep the user up to date regarding the status of requisitions and purchase orders. An online inquiry feature is a great way to view system information quickly.

Service Orders™—FlexiBill™ Utility Billing Subsystem

Service Orders subsystem provides the utility company a means of entering, maintaining and printing service orders required to provide timely and accurate service to the customer base. Since Service Orders subsystem is completely interfaced to FlexiBill utility billing, existing customer data is automatically captured for the service order. Service Orders can also be printed for new accounts requesting service before they have been entered into FlexiBill.

Several features provide unique flexibility in the operation of the system. The event types are user defined. Additionally, the user can add text to be included when the service order is printed.

FlexiBill™ —Water, Sewer, Electric, Gas,  Sanitation, Billing Application

The FlexiBill system supports the billing, collection and accounting activities of government, special districts and utility authorities.   The system calculates and prints bills for both metered and flat rate services and provides historic information for periodic rate analysis.   In addition, FlexiBill, utility billing,  has a large selection of optional subsystems that provide users with features such Automated Meter Readings, Budget Billing, Service Orders, and Automatic Payment processing.

The user has extensive flexibility.   For example, there are user-defined fields on customer information screens and multiple cycles can be billed at one time.   For reporting, there is a wide selection of administrative reports.  The system's user-defined features may be used to tailor reports, and menu screens, which may be personalized for easy access to frequently used functions.
